Tender description

Scope of Supply

The successful supplier(s) shall provide agricultural inputs and farming tools intended to support farming households under HORN AID livelihood interventions in Afgoi District. Detailed specifications, quantities, and technical requirements are provided within the tender document.

Tender Evaluation Methodology

The evaluation process shall be conducted in two stages: Technical Evaluation and Financial Evaluation.

Only bidders meeting mandatory requirements and technical evaluation thresholds shall proceed to financial evaluation.

Stage One: Technical Evaluation – 55%

The technical evaluation score shall be allocated as follows:

Bidders are required to submit adequate documentary evidence under each criterion.

Stage Two: Financial Evaluation – 45%

The financial proposal shall carry 45% and will be evaluated based on price responsiveness and value for money principles.

The overall evaluation score shall be:

Technical Score (55%) + Financial Score (45%) = Total Score (100%)

Contract award may be made to the bidder achieving the highest combined score subject to due diligence and HORN AID approval procedures.

Mandatory Eligibility Requirements

Interested bidders must submit the following mandatory documents:

  • Valid Business Registration/Certificate of Incorporation

  • Company Profile indicating organizational structure and relevant experience

  • Minimum ten (10) years proven experience in supply of agricultural inputs and farming tools or related assignments

  • Valid Tax Compliance Certificate

  • Audited Financial Statements

  • Recent Bank Statement demonstrating financial capacity

  • Evidence of similar assignments successfully completed

  • Any additional documentation requested in the tender document
