1. Introduction

HORN AID is executing emergency livelihood interventions in Afgoi District, Lower Shabelle. To ensure efficient field operations, monitoring, and supervision, HORN AID invites qualified and experienced vehicle rental companies to submit competitive bids for vehicle hire services.

2. Objective of the Assignment

The primary objective is to establish a framework agreement with a professional service provider capable of offering safe, timely, and cost-effective transportation for project staff and field activities within Afgoi and surrounding operational zones.

3. Scope of Work

The selected contractor will be responsible for:

• Providing roadworthy, preferably 4WD vehicles with experienced professional drivers.

• Facilitating staff transportation, field visits, and project monitoring activities.

• Ensuring vehicle availability on an “as required basis” (daily or monthly hire).

• Maintaining detailed vehicle logbooks for all movements.

• Ensuring drivers strictly comply with security, safety, and professional conduct protocols.

• Providing a replacement vehicle immediately in the event of a breakdown to avoid project disruption.

4. Vehicle Requirements

All proposed vehicles must meet the following minimum specifications:

• Model: 4WD vehicles (e.g., Toyota Land Cruiser, Prado, or equivalent).

• Capacity: Seating for 4–7 passengers.

• Features: Functional air conditioning, seat belts, spare tires, and necessary tools.

• Condition: Excellent mechanical condition with valid registration and comprehensive insurance.

5. Eligibility & Mandatory Requirements

Bidders must provide the following documentation:

• Valid Company Registration Certificate (Federal Government of Somalia and State level).

• Valid Tax Clearance Certificate.

• Comprehensive Company Profile (including physical address and contact details).

• Copy of the owner’s National ID or Passport.

• Evidence of similar assignments (minimum of 2–3 signed references/contracts).

• Proof of financial capacity (Bank statements or audited financial statements, Declaration of company financial stability).
